WHAT IS SILICA?

He SILICON These are the initials that designate the Immediate Supply of Accounting Information Books for Special Taxes. This regulation was approved by Royal Decree 1512/2018, which modifies the Special Taxes Regulations.

From January 1, 2020, all companies that must submit Special Taxes (IIEE) payments must also add their accounting books to the Electronic Office of the State Tax Administration Agency (AEAT).

These changes mean that, according to the new regulations, all those responsible for companies subject to excise duties will have to declare all processes, movements, and stocks of products subject to excise duties through the Spanish Tax Agency's (AEAT) electronic portal. They must also, if necessary, report the raw materials used in the production of these products.

Finally, the Spanish Tax Agency (AEAT) will have access to a near real-time record of accounting information. For businesses, this means they will need to maintain more rigorous records of all their transactions.

Vinegar factories, receiving depots, bonded warehouses, factories and bonded warehouses will have to submit accounting records in electronic format.

These companies must submit their accounting records electronically, while the Spanish Tax Agency (AEAT) allows them to register or cancel accounting entries. However, in this case, the information to be submitted will differ from that of the tax to be declared. The taxes and products grouped together are: taxes on alcohol and alcoholic beverages (referring to beer, wine, fermented beverages, and intermediate products), taxes on tobacco products, taxes on establishments that market or store products subject to the aforementioned taxes, and the tax on hydrocarbons.

There are two ways to submit information to the Spanish Tax Agency (AEAT): directly through their online portal, where transactions are registered on a form that allows users to create or cancel accounting entries, but not modify them. Therefore, in case of an error, a cancellation must be made with a contra-entry. The other option is to use an accounting system on a computer system used by the company's management. This is the more complex option, as each business will have to import its own files or send them through a web service.

Starting June 1, 2019, the Spanish Tax Agency (AEAT) enabled a test service system, and from September 15 to December 15, the live system was available in test mode to give companies the opportunity to understand it. During the last two weeks of December, the AEAT shut down the system, scanned the database, and cleaned the operational system, which then became fully operational in January.
